To maintain secrecy, the Vault-Tec Operations Handbook mandated that staff members of Vault 81 participate in mandatory drills, held on-site at the discretion of the Overseer and Vault-Tec Administration. The Overseer was the only inhabitant of the residential section able to communicate with the researchers, but residents were kept in the dark otherwise. The hermetically-sealed research area isolated the scientists, to reduce the chance of cross-contamination between residential and scientific staff populations. Clinical trials were a vital part of Vault 81's mission, performed in three stages: Stage I in petri dish cultures, Stage II trials are on the colony of heterocephalus glaber specimens ( mole rats), and Stage III trials on the residential population of Vault 81. The Vault's 96 residents were isolated from the sealed scientific section of the Vault and used as guinea pigs in clinical trials of the science staff. Although Vault 81 appears to be a control vault at first, it was originally dedicated to researching diseases and antibodies, with emphasis on potential mutations in heavy radiation.
